I. Preparatory works

1. Market research

Study the local inspection market, including number of motor vehicles, number & distribution of test centers, competition, etc.

2. Funding

Make a budget based on the scale of the center, site, equipment, staffing and other expenses to ensure sufficient funds are prepared.

III. Site planning

1.Site selection

The site can be leased or purchased. The nature of the land must be industrial or commercial, not agricultural. Infrastructure construction on the site must meet local requirements.

2.Site layout

Based on the vehicle types and categories, arrange the test lanes and plan the functional areas.

One or more test lanes can be deployed, e.g. a car test lane, a truck test lane, or a universal lane. The site should also have functional areas including the workshop, test track, parking, service hall, internal roadways, power distribution equipment, computer room, fire protection facilities and service areas include office area, rest area, restroom, etc.

IV. Site construction

The equipment supplier will provide site planning recommendations, equipment layout drawings and equipment foundation drawings.

The constructor will complete infrastructure work, e.g. ground hardening, site demarcation and equipment foundations, then the equipment supplier will conduct equipment installation, commissioning and operator training.

V. Staffing

The test center staff shall include top management, technical director, quality director, authorized signatory, drivers, inspectors, log-in personnel, equipment operators, equipment administrator, network maintainers, quality supervisors, data managers, internal auditors and other service personnel.

All staff members must undergo an assessment. Only after passing the assessment and obtaining the qualification, can they begin their work.

VI. Equipment installation and training

① The operator shall assign one or two technicians to follow up equipment installation. These technicians will monitor the installation process and assess installation quality and cable routing.

② The equipment supplier is responsible for installing and commissioning the equipment and providing equipment-related training to the technical staff.

③ After the equipment is installed and passes self-check, it must also undergo professional metrological verification and obtain verification/calibration certificates for all equipment.

④ The operator must confirm all staff one week prior to the completion of installation and commissioning to facilitate subsequent training by the equipment supplier.

VII. Qualification accreditation

Submit necessary materials to the authority, who will send a team for an on-site review. After passing the review, the operator will obtain the license for its business.

VIII. Networking and starting up

① Install CCTVs and servers;

② Apply to the authorities for regulatory network access;

③ Determination of fees based on the guidelines of the authority;

④ Marketing activities and promotions.

Precautions

Site selection: the site should preferably be located away from residential areas (prone to noise complaints), areas with concentrated test centers (high competition), and areas with inconvenient transportation (inconvenient for customers). It is recommended to choose a site next to a main road in the suburbs (accessible and low rent), next to a logistics park, or next to an auto parky (high traffic volume).

Equipment procurement: it is necessary to purchase equipment that meets the inspection needs, and choose a professional, reliable, and service-oriented equipment manufacturer. Equipment failure will affect the inspection efficiency, bring a poor service experience to customers and thus affect business volume.
